The Municipal Administration council is the highest organ of State power in each political-administrative demarcation, whose limits are set by law, and, consequently, it is invested with the highest authority for the exercise of its State functions in that territory and for this, within within the framework of its competence, and in accordance with the law, exercises government.

The Municipal Administration councilamong its attributions it has the following:

• Participate in the preparation and control of the execution of the budget and the technical economic plan of the State.
• Control and supervise the activity of the Organ of the Administration of the municipality.
